• Establishes the "89th Session Projects Account" within the General Improvement Fund to consolidate unobligated balances, recovered General Revenue Funds, and interest income from July 1, 2013 through June 30, 2015.

• Allocates $181,485,551 to mandatory projects including $107,735,551 for Medicaid Program grants and $13,000,000 for Department of Correction facility lease payments.

• Distributes remaining funds 59.3% to Executive Discretionary Division and 40.7% to Legislative Division, with Legislative Division funds allocated proportionally across numerous projects in education, infrastructure, economic development, and health services.

• Includes major capital investments such as $61,000,000 for statewide parcel mapping, $100,000,000 for water resources development, and extensive allocations across public universities and technical colleges for construction and facility improvements.

• Becomes effective July 1, 2013 under emergency clause provisions and does not incorporate into Arkansas Code as permanent law.
