Appropriates $3,000,000 to Henderson State University from the Henderson State University Fund for personal services and operating expenses of the Community Education Center for the Hot Springs Downtown Education Center for fiscal year ending June 30, 2014

Requires the center to be conducted in partnership with National Park Community College

Mandates compliance with state procurement law, accounting procedures, revenue stabilization law, salary procedures, higher education expenditures restrictions, and other fiscal control laws during fund disbursement

Specifies that funds must be used in compliance with stated reasons documented in budget manuals, agency requests, executive recommendations, and legislative recommendations from the Department of Finance and Administration
