Appropriates $15,000,000 to Henderson State University from the General Improvement Fund for the Community Education Center for the Hot Springs Downtown Education Center, to be conducted in partnership with National Park Community College.

Funds may be used for land acquisition, site preparation, construction, renovation, maintenance, equipment purchase, personal services, and operating expenses.

Institutions may supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income, but cannot redirect existing Maintenance and General Operations funds for this project.

All disbursements must comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Act becomes effective July 1, 2013, with an emergency clause declared due to the constitutional restriction limiting appropriations to one-year periods.
