Appropriates $2,250,000 to Arkansas State University - Beebe from the General Improvement Fund for construction, renovation, equipment, maintenance, personal services, and operating expenses of the State Hall Administration Building

Restricts contracts and obligations to State Treasury funds actually available, but allows institutions to accept grants, donations, and Federal funds to supplement the appropriation

Prohibits the use of existing Maintenance and General Operations funds for the purposes outlined in this appropriation

Requires strict compliance with state purchasing, accounting, budgetary procedures, revenue stabilization, and other fiscal control laws in disbursement of funds

Declares the act effective July 1, 2013 as an emergency measure necessary for agency operations
