Appropriates $2,500,000 to Arkansas State University - Beebe from the General Improvement Fund for construction, renovation, equipment, maintenance, personal services, and operating expenses of an Information Technology Data Center

Allows ASU-Beebe to supplement State Treasury funds with grants, donations, and Federal funds, and use unobligated cash income to finance project costs

Prohibits use of the appropriated funds to replace Maintenance and General Operations funding that would otherwise be provided by the General Assembly

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control laws in disbursing funds

Declares an emergency clause making the act effective July 1, 2013, citing the State Constitution's one-year appropriation limit and the need for immediate funding to maintain essential operations
