Appropriates $60,000 to the University of Arkansas System from the University of Arkansas Fund for personal services and operating expenses of the Center for the Advancement of Leadership Skills for fiscal year ending June 30, 2014.

Designates funds to be administered by the Winthrop Rockefeller Institute within the University of Arkansas System.

Requires disbursement to comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, Higher Education Expenditures Restrictions Act, and other applicable state fiscal control laws.

Requires funds to be used in compliance with stated reasons for appropriation as documented in budget manuals, agency requests, executive recommendations, and legislative recommendations from the Department of Finance and Administration.

Declares an emergency effective July 1, 2013, citing the constitutional requirement for annual appropriations and the need for immediate funding to maintain essential university operations.
