Amends definitions in Arkansas Code § 18-16-401 to add "electronic mail" and "electronic mail address" as terms and clarify existing definitions for self-storage facilities.

Modifies notice requirements in § 18-16-407(a) to allow operators to send default notices via electronic mail if an occupant provides an email address and gives permission, as an alternative to first class mail with certificate of mailing.

Changes publication notice timing from "prior to" to "before the sale" and clarifies that operators must notify lien holders at least ten days "before" (rather than "prior to") conducting a sale.

Adds § 18-16-410 limiting operator liability for stored property losses or damages that exceed a specified value limit stated in the rental agreement.

Adds § 18-16-411 establishing that late fees imposed by operators cannot exceed the greater of $30.00 per month or 20% of monthly rent, and permits operators to charge additional expenses for rent collection or lien enforcement.
