Appropriates $100,000 to the Department of Arkansas Heritage for grants to flying school museums for maintenance, operations, construction, repairs, and personal services.

Funds are payable from the General Improvement Fund or successor fund accounts.

Appropriations are not restricted by requirements applicable to other programs; new rules and regulations may be adopted to implement the appropriations.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws unless specifically exempted.

Act becomes effective July 1, 2013 and is declared an emergency measure necessary for immediate preservation of public peace, health, and safety.
