Appropriates $50,000,000 to the Economic Development Incentive Quick Action Closing Fund for business attraction and economic development incentives.

Appropriates $20,000,000 for grants and loans to support public works, job training, industrial parks, aerospace industry expansion, port and waterway projects, and water/sewer system improvements.

Appropriates $3,000,000 for workforce training incentives to upgrade skills of existing and potential employees and increase school-to-work participation.

Appropriates $37,500,000 from the Economic Development Incentive Fund for financial incentives to companies locating new facilities or expanding existing facilities in Arkansas.

Includes additional appropriations of $5,000,000 for the Innovate Arkansas Fund, $2,000,000 for digital product and motion picture production rebates, and $20,000,000 for bond payments on Amendment 82 economic development projects, with an effective date of July 1, 2013.
