AR SB417

Amends Arkansas Code § 5-1-102(13) to define "unborn child" as offspring of human beings from conception until birth for purposes of criminal code sections 5-10-101 through 5-10-105.

Excludes from unborn child protections: legal abortions (including ectopic pregnancies), standard medical practices, medical research, assisted reproduction technology, and acts before embryo transfer in in vitro fertilization.

Prohibits charging or conviction of a woman with any criminal offense related to the death of her own unborn child.

Modifies Arkansas Code § 16-62-102(a) to replace "viable fetus" with "unborn child as defined in § 5-1-102" in wrongful death actions, expanding potential liability for harm to unborn children.

Adds exemptions from wrongful death liability for assisted reproduction technology, pre-transfer in vitro fertilization acts, and use of FDA-approved contraception.
