Changes the population ratio for off-premises alcohol permits from 1 permit per 4,000 people to 1 permit per 5,000 people in counties and political subdivisions.

Applies the new 5,000 population ratio to additional permits issued following federal decennial census counts.

Modifies language throughout Arkansas Code § 3-4-201 to clarify that population determinations use the most recent federal decennial census and include all county residents, including those in dry political subdivisions.

Updates Arkansas Code § 3-4-221 to apply the 5,000 population ratio to permit transfers in cities or towns within counties having 200,000 or more persons.

Makes corresponding grammatical and technical changes to standardize terminology related to permit holders, political subdivisions, and census references throughout both code sections.
