Appropriates $1,000,000 to Rich Mountain Community College from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades, and library resources.

Permits the college to accept and use grants, donations, and Federal funds, as well as unobligated cash income to supplement State Treasury funds for project financing.

Prohibits the use of appropriations and funds otherwise provided by the General Assembly for Maintenance and General Operations toward the purposes specified in this act.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws during fund disbursement.

Declares an emergency effective July 1, 2013, citing the constitutional prohibition on appropriations exceeding one year and the essential nature of the funds to college operations.
