Appropriates $200,000 to the University of Arkansas at Little Rock from the General Improvement Fund for operations, maintenance, equipment, and facilities of the Nanotechnology Center at UALR.

Allows UALR to supplement the state appropriation with grants, donations, Federal funds, and unobligated cash income without using existing Maintenance and General Operations funds.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursing funds.

Directs that funds be used consistent with Agency Requests, Executive Recommendations, and Legislative Recommendations documented in budget manuals and legislative minutes.

Declares an emergency effective July 1, 2013, citing the Arkansas Constitution's one-year appropriation limit and the need for immediate funding to preserve essential governmental programs.
