Appropriates $250,000 to the Department of Rural Services for grants to Arkansas' Boys and Girls Clubs for operating, construction, improvements, equipment, renovation, and maintenance expenses for youth program activities.

Appropriates $250,000 for grants to fire departments, counties, municipalities, and other eligible entities for public buildings, community centers, memorials, parks, amphitheaters, recreation centers, fire protection, and cemeteries.

Appropriates $250,000 for grants to fire departments, counties, municipalities, and other eligible entities for fire protection, search and rescue, emergency medical services, and emergency management programs.

Appropriates $250,000 for community improvement grants to counties for operating, construction, improvements, equipment, renovation, and maintenance expenses associated with county fairs and rodeos.

Becomes effective July 1, 2013, and authorizes the Department of Rural Services to accept federal funds, grants, and donations to supplement state appropriations for these projects.
