Establishes a maximum of 3 regular employees for the Capitol Zoning District Commission for fiscal year 2013-2014: one administrator (Grade N901), one planning and preservation director (Grade C117), and one administrative analyst (Grade C115)

Authorizes up to 1 temporary or part-time employee ("Extra Help") at pay rates not to exceed those in the Uniform Classification and Compensation Act

Appropriates $204,724 from the Miscellaneous Agencies Fund Account for fiscal year 2013-2014, including $137,022 for regular salaries, $938 for extra help, $44,291 for personal services matching, and $22,473 for operating expenses

Requires all fund disbursements to comply with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws and Department of Finance and Administration regulations

Makes the act effective July 1, 2013 as an emergency measure to ensure continuous agency operations
