Appropriates $100,000 to the University of Arkansas Community College at Batesville from the General Improvement Fund for construction, renovation, maintenance, equipment, security enhancements, technology upgrades, and library resources.

Permits the college to accept and use grants, donations including Federal funds, and unobligated cash income to supplement state funding for project costs.

Restricts Maintenance and General Operations appropriations from being used for the purposes designated in this act.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in fund disbursement.

Establishes an emergency clause making the act effective July 1, 2013, to ensure continuity of agency operations and prevent irreparable harm to essential governmental programs.
