Appropriates $100,000 to Ozarka College from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades, and library resources.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows the college to accept grants, donations, Federal funds, and use unobligated cash income to supplement state funds.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Establishes legislative intent that funds be used in accordance with Agency Requests, Executive Recommendations, and Legislative Recommendations contained in budget manuals and legislative testimony.

Declares an emergency effective July 1, 2013, citing constitutional restrictions on appropriations longer than one year and the need for immediate funding to maintain essential operations.
