Appropriates $100,000 to Black River Technical College from the General Improvement Fund for construction, renovation, maintenance, equipment, security enhancements, technology upgrades, and library resources.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows the college to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control laws during disbursement.

Specifies that funds must be used in compliance with Agency Requests, Executive Recommendations, and Legislative Recommendations documented in budget manuals and official legislative minutes.
