SB 454 Summary

• Appropriates $200,000 to the Department of Rural Services from the General Improvement Fund for community grants.

• Grants may be awarded to fire departments, counties, municipalities, and other eligible entities for operating, construction, improvements, equipment, renovation, and maintenance of public buildings, community centers, memorials, parks, amphitheaters, recreation centers, fire protection facilities, and cemeteries.

• Appropriations are not restricted by requirements applicable to other state programs and may be supplemented with federal funds, grants, donations, and unobligated agency funds.

• Funds must comply with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations unless otherwise specified by law.

• Act becomes effective July 1, 2013, declared an emergency due to constitutional restrictions on multi-year appropriations and essential need for agency operations.
