Appropriates $1,000,000 to the Department of Human Services - Division of Youth Services for grants to community-based programs and juvenile delinquency prevention programs, covering personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance.

Appropriates $1,000,000 for grants to the Arkansas Juvenile Assessment & Treatment Center for operating, construction, improvements, equipment, renovation, and maintenance expenses.

Funds are payable from the General Improvement Fund or its successor fund, with authority to supplement with grants, donations, federal funds, and unobligated cash income.

Appropriations are exempt from restrictions applicable to other programs, and new rules and regulations may be adopted to carry out the General Assembly's intent.

Act becomes effective July 1, 2013, with an emergency clause declaring the funds essential to agency operations.
