Appropriates $1,000,000 to the Department of Human Services for grants to domestic violence shelters, payable from the General Improvement Fund.

Grant funds may be used for personal services, operating expenses, construction, improvements, equipment, renovation, maintenance, crisis intervention, safe shelter, and social/legal advocacy and support services.

Department may adopt new rules and regulations to carry out the appropriation without being restricted by requirements applicable to other programs.

Funds may be supplemented with federal grants, donations, and unobligated agency cash income, but existing agency maintenance and operations funds cannot be diverted for these purposes.

Act becomes effective July 1, 2013, with an emergency clause declaring immediate implementation necessary for essential governmental programs.
