Appropriates $1,000,000 to the Department of Rural Services for grants to fire departments, counties, municipalities, and eligible entities for operating, construction, improvements, equipment, renovation, and maintenance expenses.

Eligible grant uses include public buildings, community centers, memorials, parks, amphitheaters, recreation centers, fire protection, and cemeteries.

Funds may be supplemented with Federal grants, donations, and unobligated cash income, but Maintenance and General Operations appropriations cannot be used for grant purposes.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws.

Effective July 1, 2013, with emergency clause declaring the appropriation essential to agency operations and public safety.
