Appropriates $200,000 to the Department of Human Services - Division of Behavioral Health from the General Improvement Fund for treatment program grants covering personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance.

Allows the department to adopt new rules and regulations to implement the appropriation without being restricted by requirements applicable to other programs.

Permits the department to supplement state funds with grants, donations, federal funds, and unobligated cash income to cover full project costs.

Requires strict compliance with state purchasing, accounting, budgetary procedures, and fiscal control laws in disbursement of funds unless otherwise specified by law.

Declares the act effective July 1, 2013 as an emergency measure necessary for the operation of the agency.
