Appropriates $200,000 to Pulaski Technical College from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades/equipment, and library resources.

Allows the college to accept and use grants, donations, Federal funds, and unobligated cash income to supplement State Treasury funds, but prohibits using existing Maintenance and General Operations funds for these appropriated purposes.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in disbursement of funds.

Establishes that funds must be used in compliance with Agency Requests, Executive Recommendations, and Legislative Recommendations as documented in budget manuals and official legislative minutes.

Declares an emergency effective July 1, 2013, citing the Arkansas Constitution's one-year appropriation limit and the essential need for immediate funding to operate the agency.
