Establishes 12 full-time regular employee positions for the Arkansas Fair Housing Commission for fiscal year 2013-2014, including a director, administrative services manager, chief investigator, five investigators, fiscal support supervisor, executive assistant, grants analyst, and administrative specialist.

Authorizes up to two part-time or temporary employees ("Extra Help") at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $1,031,372 from the Miscellaneous Agencies Fund Account for personal services and operating expenses, including $535,444 for regular salaries, $40,000 for extra help, $178,342 for personal services matching, and $266,687 for maintenance, operations, conferences, travel, and professional fees.

Appropriates an additional $140,000 from the Arkansas Fair Housing Commission Trust Fund for operating expenses.

Conditions three position upgrades and one additional position on federal funding; if federal funds are eliminated, the positions revert to previous grade levels or are eliminated, with an effective date of July 1, 2013.
