Adds Arkansas Code 27-101-502 to allow electronic proof of boater education certificates to satisfy state requirements for carrying and displaying a boater education certificate.

Defines "acceptable electronic format" as an electronic image on a person's cellular phone or portable electronic device that displays all boater education certificate information as clearly as a paper certificate.

Electronic presentation of a boater education certificate does not authorize law enforcement to search other content on the electronic device without a search warrant or probable cause.

Electronic presentation does not expand or restrict the authority of law enforcement officers to conduct searches or investigations.
