Appropriates $15,000,000 to the Department of Arkansas State Police from the General Improvement Fund for maintenance, renovation, construction, equipping, improvement, upgrade, land acquisition and repairs.

Allows the appropriated funds to be supplemented by grants, donations, Federal funds, and the department's unobligated cash income without restricting the appropriation to other applicable program requirements.

Permits the department to adopt new rules and regulations to carry out the General Assembly's intent regarding these appropriations.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, and other applicable fiscal control laws unless specifically provided otherwise by law.

Effective July 1, 2013 and declared an emergency measure to ensure proper administration of essential governmental programs.
