Appropriates $50,000 to the Secretary of State from the Arkansas Video Service Fund for fiscal year ending June 30, 2014.

Funds are designated for the review and issuance of certificates of franchise authority under the Arkansas Video Service Act.

Disbursement of funds must comply with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and Department of Finance and Administration regulations.

Declares an emergency clause making the act effective July 1, 2013, as required by Arkansas Constitution which prohibits appropriations for more than one year.

Requires that funds be used consistent with Agency Requests, Executive Recommendations, and Legislative Recommendations documented in budget manuals and official legislative minutes.
