Appropriates $50,000 to the Secretary of State from the Arkansas Video Service Fund for the fiscal year ending June 30, 2013.

Funds designated for review and issuance of certificates of franchise authority under the Arkansas Video Service Act.

Requires disbursement compliance with state procurement laws, accounting procedures, revenue stabilization law, salary restrictions, and Department of Finance and Administration regulations.

Establishes legislative intent that funds be used in accordance with Agency Requests, Executive Recommendations, and Legislative Recommendations documented in budget manuals and official legislative minutes.

Declares an emergency clause making the act effective immediately upon passage and approval due to constitutional restrictions on multi-year appropriations.
