Appropriates $120,000 to the Department of Education - Arkansas State Library from the General Improvement Fund for a grant covering personal services, operating expenses, professional fees, and equipment purchases for the Encyclopedia of Arkansas History and Culture Project.

Allows the receiving institution to accept and use grants, donations, Federal funds, and unobligated cash income to supplement State Treasury funds for project financing.

Prohibits using the appropriated funds for purposes other than those specified and prohibits using the agency's Maintenance and General Operations funds for this project.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursing funds.

Declares an emergency effective July 1, 2013, stating that the appropriation is essential to agency operations and delaying implementation could cause irreparable harm to governmental programs.
