Establishes the Advanced Placement Training and Incentive Program to prepare more students for higher education, postsecondary training, and careers in science, technology, engineering, and mathematics.

Authorizes the Department of Education to provide grant funding to organizations affiliated with the National Math and Science Initiative that have demonstrated success implementing Advanced Placement programs.

Grant funds must be used to support Advanced Placement Training and Incentive Programs, pay for personal services and operating expenses, and provide technology, materials, and resources to teachers in mathematics, science, and English.

Program components include providing advanced placement content directors to mentor teachers, nationally recognized professional development, and materials for AP and pre-AP instructors.

Public high schools are eligible to participate by paying participation and service fees determined by the organization, with the option to fully participate or choose individual services on a limited basis.
