Appropriates $500,000 to the Department of Veterans' Affairs from the General Improvement Fund for operating, construction, improvements, equipment, and maintenance expenses of a Fallen Heroes Memorial.

Permits the Department to supplement state funds with grants, donations, and Federal funds, but restricts use of general operations appropriations for this project.

Requires compliance with state purchasing law, accounting procedures, revenue stabilization law, and fiscal control regulations in disbursement of funds.

Establishes legislative intent that funds be used in compliance with agency requests, executive recommendations, and legislative recommendations documented in budget manuals and legislative council minutes.

Makes the act effective July 1, 2013 as an emergency measure, citing the constitutional prohibition on appropriations exceeding one year.
