Increases the Professional Licensure Standards Board from 15 to 16 members appointed by the State Board of Education

Adds the Director of the Division of Child Care and Early Childhood Education as a nonvoting member to the board

Modifies teacher representation requirements to ensure the four classroom teachers represent the four congressional districts in Arkansas and include specific licensure levels (birth to kindergarten, K-6, 4-8, and 7-12)

Changes administrative personnel qualifications and titles, including replacing "P-8 building level leader" with "building-level administrator" and updating references to the "Arkansas Association of School Educational Administrators"

Establishes procedures for filling board positions when membership is changed by law, including allowing current members to complete their terms under old qualifications and requiring prompt appointment of members to newly created positions
