Appropriates $2,000,000 to the University of Arkansas - Fort Smith from the General Improvement Fund for the Mallalieu Center for Academic Excellence.

Authorized funds may be used for design development, construction, land acquisition, equipment, renovation, and operating expenses for the center.

University may supplement state funds with grants, donations including Federal funds, and unobligated cash income to cover total project costs.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws.

Act becomes effective July 1, 2013, and is declared an emergency measure necessary for immediate governmental operations.
