Appropriates $613,000 to East Arkansas Community College from the General Improvement Fund for renovations, maintenance, equipment, security enhancements, technology upgrades, and library resources for Classroom Building B, including sidewalks, lighting, and landscaping.

Prohibits contracts or obligations exceeding State Treasury funds actually available unless supplemented by grants, donations, Federal funds, or unobligated cash income available to the institution.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws and Department of Finance and Administration regulations in fund disbursement.

Restricts use of General Assembly appropriations for Maintenance and General Operations from being applied to purposes appropriated under this act.

Declares an emergency effective July 1, 2013, citing constitutional restrictions on appropriations exceeding one year and necessity for immediate agency operations.
