Appropriates $4,208,000 to East Arkansas Community College from the General Improvement Fund for construction, maintenance, equipment, security enhancements, and technology upgrades for a Workforce Training Facility, including sidewalks, lighting, and landscaping

Prohibits contracts or obligations exceeding available State Treasury funds, but allows the college to accept grants, donations, and Federal funds to supplement state appropriations

Restricts use of maintenance and general operations funds for purposes other than those appropriated in this act

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws

Declares an emergency effective July 1, 2013, citing constitutional restrictions on fund appropriations and the essential need for immediate agency operations
