Appropriates $250,000 to East Arkansas Community College from the General Improvement Fund for personal services, operating expenses, construction, renovation, maintenance, equipment, security enhancements, technology upgrades, and library resources

Permits the college to accept and use grants, donations including Federal funds, and unobligated cash income to supplement State Treasury funds for project financing

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement

Mandates that funds be used in compliance with stated reasons documented in budget manuals, agency requests, executive recommendations, and legislative minutes of the Arkansas Legislative Council or Joint Budget Committee

Becomes effective July 1, 2013 as an emergency measure necessary for the agency's operations
