Appropriates $1,794,000 from the General Improvement Fund to East Arkansas Community College for construction, maintenance, equipment, security enhancements, and technology upgrades/equipment of the Student Center Facility, including sidewalks, lighting, and landscaping.

Allows the college to accept and use grants, donations, and Federal funds to supplement State Treasury funds for financing the entire project costs.

Prohibits the use of appropriations and funds otherwise provided by the General Assembly for Maintenance and General Operations to be used for any purposes appropriated in this act.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Declares an emergency and establishes an effective date of July 1, 2013, to ensure timely operation of the agency receiving appropriations.
