Appropriates $250,000 from the General Improvement Fund to East Arkansas Community College for construction, renovation, maintenance, equipment, security enhancements, technology upgrades, and library resources for classrooms in the Cross County Technology Center.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows the college to accept and use grants, donations, and Federal funds to supplement the appropriation.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Stipulates that funds disbursed must comply with stated reasons for the appropriation as documented in budget manuals, letters, and legislative council or Joint Budget Committee minutes.

Declares an emergency effective date of July 1, 2013, citing the Constitutional prohibition on multi-year appropriations and the need for immediate operational continuity.
