Appropriates $1,500,000 to the University of Arkansas - Fort Smith from the General Improvement Fund for construction, land acquisition, equipment, renovation, and operating expenses for the Fine Arts Building.

Allows the university to supplement state funds with grants, donations, federal funds, and unobligated cash income to finance the entire project costs.

Prohibits use of existing Maintenance and General Operations appropriations for the purposes outlined in this act.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws during fund disbursement.

Declares an emergency effective date of July 1, 2013, citing the constitutional prohibition on appropriations exceeding one year and the essential nature of the funding for agency operations.
