Appropriates $300,000 to Northwest Arkansas Community College from the General Improvement Fund for personal services, maintenance, operations, renovation, equipment, construction, and repairs at the Child Protection Training Center at Bentonville.

Institutions may supplement state funds with grants, donations, and federal funds, but existing maintenance and operations appropriations cannot be used for these purposes.

All disbursements must comply with state purchasing law, accounting procedures, revenue stabilization law, and Department of Finance and Administration regulations unless otherwise specified by law.

Funds must be used in accordance with agency requests, executive recommendations, and legislative recommendations documented in budget manuals and legislative council minutes.

Act takes effect July 1, 2013, with an emergency clause declaring immediate implementation essential to agency operations.
