Adds definition of "foreign medical corporation" to Arkansas Code § 4-29-302 as a corporation organized outside Arkansas where all officers, directors, and shareholders are licensed to practice medicine in their state of incorporation.

Authorizes the Arkansas State Medical Board to issue certificates of registration to foreign medical corporations that comply with state law.

Requires that only persons licensed to practice medicine may own, manage, control, or hold voting proxies in a foreign medical corporation operating in Arkansas.

Mandates that physicians affiliated with a foreign medical corporation must obtain an Arkansas medical license from the board before practicing medicine in the state.

Declares an emergency effective upon the governor's approval, citing concerns about medical care access becoming increasingly difficult and recent federal law changes increasing demand for medical services without accompanying increase in provider supply.
