Adds Arkansas Code § 14-40-504 to prohibit cities and incorporated towns from creating enclaves when annexing land, requiring annexation of contiguous lands whenever practicable.

Defines an "enclave" as an unincorporated improved or developed area that is completely enclosed within and bounded on all sides by a single city or incorporated town.

Amends Arkansas Code § 14-40-601 to allow a majority of real estate owners in an unincorporated area contiguous to a city or town to petition the county court for annexation.

Requires the city or town to provide a schedule of services that will be extended to the annexed area within 3 years after the annexation becomes final.

Defines "majority of real estate owners" as a majority of the total number of owners in the affected area, provided that majority owns more than one-half of the total acreage affected.
