Amends Arkansas Code § 14-40-302 to clarify that contiguous lands cannot be annexed if they have fair market value used only for agricultural or horticultural purposes at the time the annexation ordinance is adopted.

Adds two new restrictions on annexation: lands without residents (except as agreed by mayor and county judge) and lands that do not encompass the entire width of public road right-of-way or easements (except as agreed by mayor and county judge).

Establishes a new requirement that cities and incorporated towns shall annex contiguous lands "whenever practicable" in a manner that does not create enclaves.

Defines "enclave" as an unincorporated improved or developed area that is enclosed within and bounded on all sides by a single city or incorporated town.
