Appropriates $1,000,000 from the General Improvement Fund to be transferred to the Drug Abuse Prevention and Treatment Fund for behavioral health services to Arkansas citizens.

Appropriates an additional $1,000,000 from the Drug Abuse Prevention and Treatment Fund for behavioral health services for the fiscal year ending June 30, 2014.

Allows the Department of Human Services - Division of Behavioral Health to adopt new rules and regulations to carry out the appropriations without restriction by requirements applicable to other programs.

Requires disbursement controls to ensure funds do not exceed available State Treasury funds and comply with state purchasing, accounting, and fiscal control laws unless otherwise specified.

Effective July 1, 2013 as an emergency measure to prevent irreparable harm to the agency's operation and provision of essential governmental programs.
