Appropriates $500,000 to Ozarka College from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades, and library resources.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows institutions to accept grants, donations, and Federal funds to supplement the state appropriation.

Requires existing Maintenance and General Operations appropriations to remain separate and not be used for purposes covered by this act.

Mandates strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Declares an emergency effective July 1, 2013, citing the Arkansas Constitution's one-year appropriation limit and the need for immediate funding to ensure agency operations.
