Appropriates $500,000 from the General Improvement Fund to the Department of Education - Arkansas State Library for grants to public libraries.

Grants may be used for personal services, operating expenses, land acquisition, improvements, construction, renovation, major maintenance, and equipment purchases.

Permits new rules and regulations to be adopted to implement the appropriations without restrictions from other program requirements.

Requires compliance with state purchasing, accounting, budgeting, and revenue stabilization laws unless specifically exempted.

Act becomes effective July 1, 2013, with emergency clause declaring immediate effectiveness necessary for agency operations.
