Appropriates $1,000,000 to the Economic Development Commission for museum capital improvement grants to be paid from the General Improvement Fund.

Eligible uses include land acquisition, construction, renovation, major maintenance, equipment purchase, and site development costs for museums.

Allows institutions to supplement state funds with grants, donations, federal funds, and unobligated cash income without restricting the appropriation to other applicable program requirements.

Requires strict compliance with state purchasing law, accounting procedures, revenue stabilization law, and other fiscal control laws in disbursement of funds.

Takes effect July 1, 2013 under an emergency clause, with the act declared essential to agency operations and necessary for immediate preservation of public peace, health, and safety.
