Appropriates $500,000 to Arkansas Tech University from the General Improvement Fund for construction, renovation, maintenance, critical maintenance, equipment, security enhancements, technology upgrades, and library resources at the Ozark Campus.

Permits Arkansas Tech University to accept and use grants, donations, Federal funds, and unobligated cash income to supplement State Treasury funds for project financing.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Specifies that funds disbursed must comply with stated reasons for appropriation as documented in budget manuals, Agency Requests, Executive Recommendations, Legislative Recommendations, and official Arkansas Legislative Council or Joint Budget Committee minutes.

Declares an emergency clause effective July 1, 2013, citing constitutional restrictions on appropriations to a one-year period and the essential nature of immediate funding for agency operations.
