Appropriates $500,000 to Mid-South Community College from the General Improvement Fund for construction, renovation, maintenance, equipment, security enhancements, technology upgrades, and library resources for a kitchen incubator facility.

Authorizes the college to accept and use grants, donations, and Federal funds, as well as unobligated cash income to supplement State Treasury funds for the project.

Prohibits Maintenance and General Operations funds from being used for any purposes appropriated in this act.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Declares an emergency effective July 1, 2013, stating the appropriation is essential to the agency's operation and necessary for immediate preservation of public peace, health, and safety.
